Dr. Vargas currently coordinates CINPE’s research sector on energy, the environment and poverty. He specializes in energy sector reform in developing countries and links to environmental issues. He has published diverse publications in the field of renewable energy, electricity market reforms and institutional innovations. He has worked as a consultant for the Costa Rican Energy Department, the Economic Commission for Latin America (CEPAL), the Public Service Regulatory Authority (ARESEP), the Costa Rican Petroleum Refinery (RECOPE), and regional energy regulators in Guatemala. He has his bachelors degree in Economics from National University, his masters degree in economics from the National Technological Institute of Mexico, and his doctorate in Economics with a specialty in Institutional Economics.
